 is going to dev meetups valuable when one is not a dev? I'd always like to go to one near me but my programming skills aren't good enough for me to try my hand at being a developer professionally - I worry everything's gonna be a bit over my head sometimes

 Yes. The super technical dev discussion is only part of the discussion, but the real value is meeting other Bitcoiners. I can’t do anything technical, but learn a lot anyways. Meeting local Bitcoiners and all they bring to the table is a value that cannot be overstated.
