Well, I can see someone thinking they should say this... but the problem would be the response of the EU... we could unilaterally leave, but we cannot unilaterally rejoin. There is certainly some (quite extensive) residual goodwill on the other side of the channel, but equally we have done our best to piss on the EU's chips in the past, so rejoining is unlikely to be a walk in the park (apologies for the mixed metaphors,)
