It's all about the money. There were court case with probes of calls between govs people and suppliers connected to give help during emergency, laughing at phone projecting and calculating how many euros they would be able to do because of that. 
The specific situation was regarding an earthquake and thw call between them happened max two hrs after the first sismic wave.. disgusting.
