i don't understand how the whole network works in detail, all i know is i've never understood why you can't make a micropayment to post on social media, this would kill a load of spam and noise that plagues all social media
You can here but instead of paying every time you just pay once to use a paid relay. If you want signal, read from that relay only.
You could also make lists and just read from a list without micropayments. It’s more about what you filter out vs forcing people to filter in

It has been mused. People also looked into Proof of Work as a way to cut down spam.
You can add pow to notes too and just pay attention to ones with pow but I don’t find it interesting
