Including other resources too. We shouldn't charge for what we have surplus of. If every street were lined with orange trees, you wouldn't be able to charge for an orange.
It is paramount that we set a framework for what to work towards and what to work against. A valid and sturdy framework is that of fundamental human needs by Max-Neef.
We all understand that a rose will not grow beautiful if not provided all it needs. We do not blame the plant for not flowering. Likewise, for humans to flourish we must study and raise awareness about exactly what people need. Unlike plants, we are very psychological and emotional beings, so naturally most of our needs are also emotional and psychological. Such needs are no less important than physical needs. All humans must have all their needs satisfied or they will develop pathologies and become either a burden or a danger to everyone else. We are a collective super organism and so if anyone is lacking, we all will suffer.
Surprisingly most people have absolutely no idea what their fundamental human needs are and so we all are running blind in a forest. Raising awareness about fundamental human needs is the simplest and most effective way to improve society because it makes our goal clear, and provides a guide to finding the solutions to our problems. Every human being needs participation, understanding, idleness, freedom, identity, creativity, affection, subsistence and protection and cannot do without any one of these things. Raising awareness about this should be the primary function of government and our primary activity as humans.

Emotional intelligence ftw.
You better fucking believe I'll charge for an orange in that tree is on my property.
