EMP generators are out of scope. Maybe you could have done something right after the Cold war ended, but that window closed. Take a realistic look at software defined radio projects that are trying to recreate AESA radar. I know of none. With enough modules you'll get power, a separate problem, and then you'll have to start figuring out electronic warfare for yourself.
