The character and story I'm thinking about today would take place in a post-tech apocalyptic future. A young person obsessed with "science" but with not real idea what science was. Just some notions about how it's supposed to be done, what it ought to be able to do. 

But the fun part would be if this is enough for them to re-invent a  scientific method. Only ... better.
