If it was essential to block spam with a load relay ( which it currently isn't) but just hypothetically, there is a paid relay which costs 21sats
Which is a totally acceptable price. It's also a price which would mean it's ok to gift someone a paid relay. Again, if this became necessary ¯⁠\⁠_⁠(⁠ツ⁠)⁠_⁠/⁠¯
