Plus, regional management would be so much easier to implement, would be easier for people to feel like their voice matters, would get people more engaged since they'd be voting on something that directly impacts their day to day life ... As you said, it would be against all of their interests. I think Switzerland has something like that in place, they have voting over regions called cantons, if I'm not mistaken.
