 @682494d6 my first thought was how that's normal when the person in command is undergoing a medical procedure that involves going under anesthesia, not that I've seen any explanation beyond "shut up slave" as to why she temporarily transitioned authority.  it'd be funny (to me) if she ghosts everyone because the cartel nabs her before she says anything. @55f44bbf

Sarah westall interviewed thaller and berger a few weeks ago about this. They mentioned how the corruption is so pervasive and widespread that fixing it would require a complete overhaul of the gov there. I'd bet most States have the same issue.
