 It's an open protocol. Someone can build it. It won't be successful and will confuse people, but it could be done.

 Of course not, that would be extremely inefficient. Though, you could use Liquid to create lifhtning channels and bridge them to the wider network. Those could be used for zaps.

 But no lightning custodial address accepts 1,120,000 sats and hardly anyone has them on their Walletofsatoshi or similar anyway 

 Sure they do.  I have bought multiple pieces of art from Scarce.city over Lightning for way more sats than that.
