have a contact in #nicaragua and he says he can't receive monero because the "network is heavily monitored" and "anything that looks like #crypto could land you in jail"

 Tell him to use Tor / Orbot, with a Snowflake proxy. Set his wallet to only connect via Tor.

Overkill, perhaps, but he's in Nicaragua and its money...
