You could try Binance or Crypto.com. Both serve EU customers. 

See, for me paying with a Bitcoin enabled debit card is no different than paying with a fiat CC when travelling. You're debited EUR while paying the merchant in their local currency. Using a BTC enabled card to pay is no different than any other "foreign exchange" thus,  you don't have to pay in Bitcoin to pay with Bitcoin.
