 All the crowds (especially the ones behind the podium) are paid participants. The campaign organizers cannot afford placing normal people there because they're unpredictable. Too risky.

The same goes for every candidate.

Extra tidbit: When you see a candidate pointing to someone in the crowd, they're really pointing at no one, they are just pretending they personally know some people there.
