I am not sure what they meant by "update IEEPA  [...] to target modern technologies like crypto-mixing software" - in the long-term would they legalize the punishment previously made regarding Tornado Cash? 

 Yes, it means Congress would specifically have to legalize it. And that would be a huge fight.
