I gave up using nostr via tor 6 months+ ago as relay support was terrible.

Please tell him that he needs to access a client without TLS, "http" rather than "https" (and must stay "http"). The reason for Tor relays to never work is that browsers block unencrypted websocket connections, or try to upgrade them to encrypted. This is a general problem with Tor and not specific to Nostr.

I strongly suspect a native app would work fine. TLS is redundant for hidden services anyway, but accessing clearnet relays seems like it ought to "just work" unless it's a problem with the cert CN when accessed over tor.
