An outright ban is a ham-fisted ultimatum that would make the Feds look weak and totalitarian (ex. China bans).   
They are smarter than this, and if they wish to keep all the surveillance and control they currently have they will lure the sheep into a centralized service provider (cashapp, coinbase) with the promise of convince, security, and safety.   

 Don't forget manufacturing consent by utilizing crisis events. Each successive crisis creates opportunities for governments to consolidate their powers, often under the guise of protecting its citizens. However, this accretion of authority comes at a profound cost: the gradual relinquishment of fundamental rights and freedoms.
