Nothing in Kuwait itself - it’s a deployment and ally agreement/partnership between the US and Kuwait that’s been ongoing since 2012 or so (Operation Spartan Shield). It basically operates as a US command base that supports access and operations around the Middle East. Covers training etc while also maintaining a presence and acting as a deterrent in a region that is increasingly becoming unstable with all the recent events that have been happening.
Ah. So Kuwait is simply the staging country for mid east deployment.

Pretty much. Met loads of US personnel when I lived there. Highlights the power of the petrodollar too, and the skewed priorities of world governments as domestic disasters take the backseat.
