Definitely a good way to hide over-spending. It's over budget, passed multiple deadlines, has bloated and hyper buggy code. It's tech hubris and can't be cancelled because it's government endorsed and it's nothing more than American face saving. It's like trying to justify saving data to CDs when NVMEs exist and are an option. 🤷🏾‍♂️
