 True. Hate is an effect. Fear is deeper. Buddha says we need to find the cause, and then we discover that even fear is an effect. Unawareness is the fundamental cause. We need to wake up, and that happens when one is still. But ironically, only one who has tried everything can be still.  
 Thanks, but this isn't about fear (or hate). It could be about revenge, because one of the earliest vicious persistent attacks concerned a false accusation regarding some religious person. (That is, one of these people that are fine with lying, deception, fraud, etc. as long as they go to church reliably.)
These people are lying and deceiving in whichever way they can. The earliest signs point to malicious intent from the start, even before there was a component that would involve fear.
As mentioned before, this involves massive amount of malicious intent. They grab whatever bullshit excuse they can get hold of. These people are seriously disturbed in more ways than one.
