I'm more interested in what purposes it serves for the ECB to publish this paper? What policy do they seek to encourage with it?

 They are “softly” informing the population they will be taxing the living shit out of bitcoin holders. 

They even have academic reports explaining why it is super unfair for no liners that did not take risk or inform theirselves properly 
 I expect they'll be taxed or proposed to be taxed as capital gains. For the few superduperhodlers that may net some tens of billions of euros in tax revenue, but I have doubts that they reside in the EU. 
 Same, I think they will lower the bar or increase the taxes slowly like a boiling frog. Most bitcoiners will be gone by that time

 It also seems rather academic in that they are realizing that the context of a losing financial trade no longer requires them to have made a bad trade rather they can lose by simply not participating.
