If the State decides to go after Nostr relays how easy you think it is to bring them all down? How resistant to such attacks that will come since there is no single point of failure like CEO of telegram is Nostr in your opinion? 

 It is quite easy to take them down, the only viable option is to use Tor, if the relays are behind Tor they do not depend on the DNS naming system and you cannot know their ip. 

 So that is a solution right there.
