This is just like the Psalms in which David bemoans how the wicked seem to thrive in this world while the righteous suffer; how the wicked evade justice all life long.

Then the psalmist recalls how God is our righteous judge Who will in His own timing mete out the frightening justice they deserve -- in the afterlife.
