CBDC will be particularly hard to implement in the US. I could see it being an issue that causes official secession of some states. But definitely the establishment will pull a cyber attack and use it as pretext for something nefarious. That I am confident in.
Their Swift system is open to attacks, so I can't see them implementing cbdcs any more secure. The digital Sand dollar is a cbdc which can still be exchanged for Bitcoin. Personally, I'm not worried.
