I’m not an expert on the region, but I’m guessing they gave it a year then started planning for a symbolic date. 

 @26694a69 That leadership statement is by Abbas, who is head of the PLA that governs the West Bank. Hamas in Gaza broke away from the rest of Palestine after an armed conflict and don't recognise the PLA leadership.
