 Usually just copyrighted stuff. Big studios hire companies to send dmcas to ISPs to harass users. I just run my torrent node in a cgroup that forwards all its traffic over vpn so it’s not a problem

 can imagine many strategies here, e.g. whitelists or fines for the use of VPNs.  But of course there will always be ways e.g. situation in China

 Yeah, the infrastructure itself is centralized, can't go against the owners forever. 
We are peasants, in terms of infrastructure.
