I quickly took a look at this and someone who was actively disagreeing with Safa said that the letter doesn't give a specific reason and that they don't have to.  Do you have a link to anything supporting that specific institutions have to maintain your account or is it just that you have a general right to *an* account but not necessarily with this institution (i.e. you can't be entirely excluded from banking)?
