I think the surest bet is that G7 government debt continues to run out of control, leading to abandonment of some foreign holdings.

I think it's an open question whether we'll see US States fragmenting off to escape the sinking ship or whether meaningful reform can happen in modern Washington. I suspect the former and not the latter.
