 Low interest rates in a free market indicate that the people in that civilization have a low time preference. Central banks lowering interest rates is trying to bring forth the fruits of low time preference without any of the work.

 It make zero sense, to be long any kind of bond right now, cant understand how anyone is bidding for 10 or 30 year at current rates!

 Do developed countries have all low interest rates? What is the interest rate usually in development countries? 

I feel is more about using you position of power. You lower them because you can, others can't.
