It's the same here, but it's only illegal once that text is displayed and distributed to users. You can open up notepad now and write a highly illegal essay, nobody will ever care. 

The moment you post that essay somewhere public, people will care. Text sitting inside of a relay database is not illegal in and of itself.

Relays can be compelled by governments to remove anything, but it doesn't make sense to go after relays.
