I think it has to do with internal budgets.
I think they post jobs with no intention of hiring externally. And then it shows that on the books that they have openings and they save money because they allocate more money to โnew hiresโ vs โinternal transfersโ or whatever.
This is just what Iโve noticed from the two fairly large companies Iโve been with.
