Simply make it the hub for Hashtag management. 

Instead of having following hashtags berried in the profile > Following. move it to global.

have it by default only show hashtags you follow, and make it a place where people can add/remove following hashtags.

Also remove notes from hashtags i follow from the regular feed. 

Keep Relay filtering.

Have a button, hidden that turns on real global.
