rate limiter is blocking 80% of it but some still slip through. If they are ip blocked it should slow them down even more

No issue, I just saw the term "rate limiting" and it reminded me of my insane attempt to use github as my F-Droid app store replacement via obtaining... That message would pop up a lot for a cheapskate like me... 😁

Tor circuits have IDs that could be used instead of IPs. Of course, these are only visible for hidden services.
