 I agree it is troubling, but this isn't a social credit score. The benefits for the poor are voluntary. Meaning if their kids are not vaccinated, going to school, etc they stop receiving the payments. They are not forced to do it, or are punished for not doing it. They just stop being paid by the government. 

A social credit score would be mandatory for everyone, and a bad score would result in your rights (in one way or another) being taken from you. Now I don't like where this is heading precisely bc it could turn into a SCS, but let's not jump the gun here.
