Reagan was the first to shut down government and did it 8x.  Twice he shut down the USA for his fascist war to depose Central American social democracies, and implement fascist drug lord dictatorships.

So give Reagan Republicans proper credit for the endless crisis of millions and millions of refugees endlessly marching from the south and for normalizing government shutdowns.
