 I think these are the “best bang for the buck” locations for these stickers.  Its not public property per se, but I doubt anyone cares to remove them.

 I see some old stickers was removed of few carts, but generally they stay for few months. I saw on one cart they remove the sticker with a QR code but not the bitcoin art sticker 😅

 This is the same for me at My local King sooper.
Costco removes them promptly.
I think the clean and repair their carts on the regular.
