Is there a good rule of thumb for how much stuff to add to the honey for best results? 
 To taste! More chilis in the honey = more spice/flavor. I also add thinly sliced garlic, shallot, and fresh thyme. All are optional, and all to taste. By weight it's roughly 1/3 'dry' ingredients to 2/3 honey. 
 How does one make such a thing?

If your honey is not local and raw, you’re missing out on local pollen exposure and allergy resistance 
 100% agree. Buying local raw is the best however you need to be careful of pesticide residue depending on where you live.

Our honey is from deep in the Appalachians, far far away from any glyphosate 🫡
