 I found some code on Github to do this, but can't claim to be an expert :)

Basically it converts data into very small shifts in the pitch of the different harmonics of the speaking voice in the audio. This can survive audio compression, and be recovered afterwards by the same program, but is completely non-obvious to listeners.

A government could try to scan all video for signs of steganography, but because there is so much video made in so many ways and so few are altered, they would be wasting their time unless they already knew what they were looking for.

And I'd encrypt the message first, with my conversation partner's GPG public key, so it looks random if discovered and nobody can read it.

That's the best I could do.

 ctralie's "AudioCurveSteganography" is the algorithm I was talking about, but its more a proof of concept than a product.

sniperline047's "Audio-Steganography-CLI" is less stealthy, but more mature and usable now.

 if I can exchange codes, I'd do the cryptography and steganography myself and embed the message in an image on X.

 bootable usb using tail os over tor. encrypt all comms using pgp (kleopatra). it is amnesiac. If u need to save files, encrypt your external hard drive. ☺️👌 

 Burn after reading, hosted on my own StartOS server, encrypted with a password and accessed over Tor.

The idea would be, even if I was a FED, and even if I was aware of how you communicate…you should still be okay. 

 Does it matter how the message is exposed?  It's always possible that the recipient is compromised,  through no fault of my own or the tech involved...  Insecure key storage, for example.
