I'm wanting to create a Google account for use with sandboxed Google Play but it wants me to verify the account with a phone number and I'm seeing no option to opt out.

I'm not doxxing my phone number with this account I'm trying to create and I'm not using an already-existing account so what are my options?

 it depends. use a silent.link esim. it's a real overseas number. i recommend keeping two around. it's inbound only. perfect for 2fa.

jmp.chat is another option. it's a privacy respecting jabber number, it might not fly with bank 2fa but it works for lots of 2fa. it's inbound and outbound and data so great for daily use.

whatever you do, make sure if it's an important account that you keep this burner number available and up to date, if not you could get locked out of your data. 
 Try making it on a computer. 
 I don't remember having to put a phone number. But if you use Aurora Store you don't need a Google account.  
 Last I checked, you can setup a new Google account through YouTube, and it doesn't ask for a phone number.
