i recall reading about a couple of "extremely well respected"  police chiefs, father and son, who faked crime stats for their respective cities to get increased budgets and authority, and illegally established arrest and citation quotas for their officers, who forced to arrest people for nonexistent crimes and write bad tickets to meet the quotas and keep their jobs. the cops took out their hatred of the chiefs on the public. the stats got worse and nobody liked the police.
