For sure... be prepare, we are the enemy. They are going to focus in the biggest one, so the plebs could be safe. If you want to put in the mix... there are various LN services that is already trying to comply with the state (OFAC an all that shit), in the top of my head, amboss is one example and of course the shitty UMA protocol that copy the Visa/Mastercard framework on top of LN and sell as a "safe" LN.
