Not hardly. Monero does a fantastic job at what it intends to do. Which is be private fungible digital cash. I left the crypto scene for years in 2017 the first time i had to pay a $10 fee to transfer BTC for a payment. I sold all the rest and only came back 5 years later. I kept up with the industry broadly and saw the (imo for the worse) change from cypherpunk ideals to regulatory capture by Wall Street. L2 is mostly a custodial solution and that is absolutely not Okay in my book.
