 This is my opinion about interference with prices in general:

 It sounds to me like it’s the intervention with the free market

Or maybe there were criminal enterprises that took advantage of the cartel crisis in the country 
 Price is the best signal in a free market. It is how supply and demand can be assessed by market participants. 

If corporations keep prices higher than they need to be, there is a business opportunity for others to offer the same products at lower prices, capture market share and still make a profit.

Interfering with that might seem to fix things but will inadvertently lead to far worse consequences over the long term.

The solution is to remove the restrictions that might exist for smaller players to set up businesses of their own, not to coerce those that already exist. 
 Yes.
In other words, government intervention in regard to anything besides protecting citizens' property should be illegal. Which as far as I know, is their original purpose, yet they all end up doing the opposite.

Once you make the playing field level, the smaller players can get in and win, if they provide goods and services at a competitive price. 
 The reasons Bukele cites are: formation of cartels, tax evasion, bribery and smuggling.

These things usually occur in the first place to bypass government regulations, licensing rules and restrictions. The solution is to get the government out of the way of the market by removing these things.

This could be a classic case of government trying to solve the problems it created with more government instead of less government.

 I think they got excited about the accolades that came from getting rid of the gangs.  That WAS the government's job now with the streets clean they might be looking for a something new. They've been doing so well up until now,  they should now focus on international relations and creating vital relationships with neighboring countries. Leave the economy to its own devices.
