@2fd7551e now break it down by socio-economic groups and you'll find that the people who are poor, disabled and/or homeless are very much over-represented in that 14%. Also growing up in a run down area with multiple drugs problems and few jobs, I actually know some of these people. I can't think of a single one that ever had a passport. That money was a weeks dole, or a handful of hits.
@12e51692 Now add in all the children who don't have a passport and you'll see it shrinks again. I also know lots of similar people. Many of them have enough for a cheap EasyJet flight to wherever. And lots of people get a passport *before* falling into poverty, becoming disabled, getting addicted, or being made homeless. We're in agreement about the suitability of using this database. But I think the statistics show that *most* people - even in the most deprived areas - have a passport.
