@Toshi Every service offered in the EU would have to implement #chatcontrol. If the service excludes non-EU users, their messages would be scanned as soon as they communicate with EU users. 

 And how would they get the consent of the non-European participant of the communication?
I don’t see how that is practically legally possible to do. 

 They may go for an opt-out system and most people won't bother, or they block anyone that doesn't agree.
