This bill is not just for Tik Tok, it can and will be applied to other "foreign adversaries" as "specified in section 4872(d)(2) of title 10, United States Code."
Foreign adversaries of the US government (not its people) cannot be considered the biggest threat either. The biggest threat towards the American people is the US government itself.
