@14abadff Pretext: Countries like 🇷🇺 🇮🇷 NK uses that ransom money to bypass economic sanctions, to fund their foreign policy. US must be unhappy about it. So they want allies to come together to prevent that cash flow so that their sanctions do impact the economy of those sanctioned countries hard, to bring them down on their knees & agree to US hegemony. As Snowden said, cyber is just another new dimension in US foreign policy of complete dominance. In return, friends who join will be rewarded.
