Maybe he said something similar?

I just thought it was a funny way to express that the community has far too many good ideas, and the overhead of looking at all of them takes 120% of my time, leaving -20% of my time left to do development. 

 I was basing it on the fact that he laid off like 50% of Twitter when he came on. 😅 but I know what you mean.
