Yeah this is some leftist US state where you can't throw out a tenant no matter what and they can stay forever - and surprise surprise, tenants discovered the hack. 

 Also surprise surprise they have chronic housing shortages because who wants to deal with that.

 Different in each state (even each city), supposedly there's a process, but in some cases the tenant can hold off an eviction indefinitely.
