If you move, your bitcoin cannot be freezed, because you only can control it. But if you have it in a bank, and there is no internet, it is highly likely that you won't be able to get your money in a different country where there is internet. Also the bank can freeze your account to incentivize you to stay. Otherwise you would have to start from zero.
